Council Meeting Highlights - May 2025

Warren Shire’s Ordinary Council Meeting was held on Thursday 22 May 2025. Highlights from this meeting included:
REGIONAL DROUGHT RESILIENCE PLAN PROJECT
Council received an update on the Regional Drought Resilience Plan, submitted for funding through the Far Northwest Joint Organisation in partnership with Bogan and Coonamble Shires. The project aims to support farmers by developing tourism-based income streams and a replicable business model. If approved by the end of May 2025, implementation will take place over six months. Council’s Economic Development and Visitation Manager has been invited to present the project to the Department of Primary Industries. Business NSW is also engaged to provide advice, with the goal of supporting at least 12 farms across the region by November 2025.
SUPPORT FOR DUBBO STREET ELECTRIC VEHICLE (EV) CHARGING STATION
Council supported the Warren Traffic Committee’s recommendation to install a dual-port EV charger in two existing parking spaces on Dubbo Street, Warren, adjacent to the Council Administration Centre, subject to concurrence from the NSW Police Force. Council noted the two parking spaces will be used for EV-only charging and that Transport for NSW will advise on signage, line-marking, and traffic plan amendments. Civil works to install the 22kW EV charger will progress in line with traffic management requirements.
REPORT OF DELEGATES
Council received and considered minutes from recent delegate meetings, including the Country Mayors Association of New South Wales meeting held on 28th March 2025, and the Castlereagh Macquarie County Council meeting held on 28th April 2025.
ONGOING POLICY REVIEW PLAN
Council considered 23 policies as part of its comprehensive Policy Review Plan, with the majority adopted following only minor amendments.
Five policies will be placed on public exhibition for a minimum of 28 days before being formally adopted, subject to no adverse submissions:
- Related Party Disclosure Policy - This Policy ensures transparent disclosure of related party transactions in Council’s financial statements to accurately reflect the impact of those dealings on Council’s financial position.
- Stock Control on Council Road Reserves Policy – This new Policy consolidates three existing policies into one comprehensive document governing the management of stock on Council road reserves.
- Stock Grids and Public Gates Policy – This Policy outlines requirements for the installation and maintenance of stock grids and public gates on Council-managed roads.
- Rural Vehicular Access Policy – This Policy sets out guidelines for the construction and maintenance of vehicular access to rural properties.
- Residential Slabs and Footings Policy – This Policy provides construction standards for residential slabs and footings to ensure compliance with Council requirements.
LGNSW WATER MANAGEMENT CONFERENCE 2025
Council approved the attendance of one interested Councillor, along with the Town Services Manager, Raymond Burns, or their nominee, at the 2025 Local Government NSW Water Conference to be held in Albury on 9–11 September 2025.
ASPHALT WORKS FOR 2024/2025
Council authorised the General Manager to enter into a contract with Boral Australia as the sole contractor for asphalt works at the Warren Roundabout, Boothaguy Bridge, the Oxley Highway railway level crossing, and the Nevertire–Bogan Road railway level crossing. The works will proceed under the Local Government Procurement Contract LGP213-3 for Bitumen, Emulsions and Asphalt Services and are expected to be completed by 30th June 2025.
SUPPORT FOR COMMUNITY FUNDRAISER
Council approved a donation under Section 356 of the Local Government Act to cover the hire costs of the Showground/Racecourse for the Boots, Barrels and Bending Fundraiser, to be held on 22nd June 2025.
The next Council Meeting will be held Thursday 26 June 2025.
